// Sector challenges

Public accountability is rising.
Manual processes can't keep up.

Three patterns we see in every ministry, agency and NGO walk-through — the strain shows up first in the reports, but the root cause is always further upstream.

01 · Reporting loadTransparency

Transparency reporting load.

Quarterly and annual reports demand a paper trail across hundreds of applications, disbursements and monitoring visits — assembled by hand into a slide deck the Cabinet reads once. The reconciliations alone burn a full FTE quarter.

02

Tender & grant volume.

Dozens of tender notices and grant calls in a typical month. Manual review skims the top — the high-fit ones your ministry could have won get lost in the queue.

03

Data sovereignty.

Sensitive citizen data needs a tightly controlled home. Off-the-shelf cloud AI with no data-residency guarantee is off the table — but the AI capability the programme needs still has to be delivered.

01

ABCi KELAS II registered

Registered under the Authority for Info-communications Technology Industry with the KELAS II classification — cleared to serve Brunei public-sector clients.

02

On-premise hosting

Deploy in your existing private cloud, or a Malaysia- or Singapore-based AWS / Azure region — the nearest compliant option to Brunei today. No citizen data leaves the perimeter or provider you nominate.

03

Immutable audit trail

Every action time-stamped to a named actor. Approval chains, evidence artefacts and role transitions form a ledger the auditor accepts as-is.

04

Sovereign LLM options

Sensitive prompts routed to models hosted in your nominated Malaysia or Singapore region. Public queries can use hyperscaler models — the routing rule is yours to set, per data class.

// FAQ

Questions procurement asks first.

Where does our citizen data physically reside?

On infrastructure you nominate — an on-prem cluster in your ministry, a private cloud you already run, or a Malaysia- or Singapore-based hyperscaler region. Data does not cross the perimeter without an explicit rule from your IT security team.

Are you registered to serve Brunei public sector clients?

Yes. TEKYDOCT is registered under the Authority for Info-communications Technology Industry (ABCi) at the KELAS II classification. Documentation is available on request during procurement.

How does role-based access work for a ministry with 200+ staff?

Access is scoped to the organisation unit, the programme and the record type — not to a single user list. A Programme Officer sees only records in their programme; a Permanent Secretary sees rolled-up dashboards; auditors get a read-only, evidence-scoped view. Roles are administered inside the ERP by your IT team, not by us.

Can we route sensitive prompts to a sovereign LLM?

Yes. You define the data classes; the routing rule sends restricted classes to a model hosted in your nominated Malaysia or Singapore region and permits public classes to use hyperscaler models. The rule is configurable per programme, and every routed call is logged for audit.

How long to deploy for a ministry-scale programme?

A scoped grant-programme pilot ships in 6–8 weeks. Agency-wide rollouts run 4–6 months, phased so each module is in production and audited before the next one starts.
